Round-table Held at ISCS

www.gzt.uz - “A round-table entitled “Legal bases of the atmospheric air protection in modern conditions” on the initiative of the Institute for Study of Civil Society (ISCS) held in The main goal of this action was to exchange opinions upon further perspectivedirections of the activity in sphere of legal security of processes connected with environment and atmosphere protection and to develop proposals on the effective organisation of interaction between state structures and NGOs in solving actual problems in this sphere.
While addressing the round-table the head of the sub-culture, the Institute of philosophy and law under the Academy of sciences of Uzbekistan , d-r J.Holmuminov said that it has been observed the growth of the atmospheric air pollution from mobile sources in recent years.
The total amount of emissions of polluting substances into the atmosphere is more than 2 million tons a year in Uzbekistan . In this context such cities and national industrial centres as Tashkent , Ferghana, Kokand , Navoi show up especially. Besides, he noticed that in Sariasiya, Uzun and Denau districts of the Surkhan-Darya region an environmental problem connected with the emission of fluoric hydrogen by the Tajik aluminium factory has been observed so far. This circumstance leads to health deterioration of the local population and negative consequences for the environment.
Air pollution in the large cities and industrial centres is one of the main problems in environment protection in Uzbekistan . But, as a whole, since 1991, pollution of the atmospheric air tends to decrease as a result of the industrial production reduction.
During the period from 1999 to 2004 the total amount of emissions in atmosphere was reduced. It resulted from the recession in industry and power sectors, and also implementation of air protection measures.
It needs to be noticed, that in 2004 the share of emissions of polluting substances from stationary sources (33.0 %) practically was the same as in 1999 (33.8 %). Despite it now there is a need for qualified technical personnel who are competent in the environment protection sphere. No sufficient attention is paid to purchasing modern air-cleaning constructions and introducing new technologies into industrial production.
The head of a sub-faculty, the Tashkent State Law Institute, candidate of judicial sciences N.Scripnikov said that there is a necessity for improving and inserting additions into the current environment legislation upon its protection. In particular, the law on the atmospheric air protection adopted in 1996, demands a careful revision while taking into account modern realities, and also improvement of the mechanism of the adopted laws’ performance.
Official from the Eco Landscape NGO V. Hasanov said that the NGOs are not involved practically into the environment quality control matters. In his opinion, it is expedient to stir up the social councils’ activity under the nature protection departments on involving NGOs into a joint activity. He also suggested to develop a Code «On Entrepreneurship and Ecology», which could reflect a regulation of the business, NGOs and state nature protection bodies interaction.
In the opinion of the round-table participants it is necessary further strengthening of the air protection legislative basis and expanding interaction of state governing bodies with public associations, including NGOs.
